I have a 2013 991.1S , 20,000 miles. The dealership said it needs to be replaced (car not driven hard). Time to be replaced?? Or the dealership is trying to make $$.

Per factory recommended service intervals for the 991, Porsche recommends belt replacement at 60,000 miles or 6 years. Even though the vehicle has low mileage, the rubber material dries and breaks down with time.
